If you're not logged in, the time is UTC (what we used to call GMT -- Greenwich Mean Time)
In the User Control Panel you can set the time zone for your location, so that when you're logged in, the times shown are your local time, regardless of where anyone posting is located.
A little confusing, but all you need to do is set your time zone in your settings and be logged in for local time.
